Rick Rose

Former State COO, OMES Director & Chief of Staff | Legal & Operational Strategist

Rick brings over 15 years of senior leadership experience in Oklahoma government, including service as Chief of Staff to two House Speakers—T.W. Shannon and Charles McCall—and as Chief Operating Officer and Executive Director of the Office of Management and Enterprise Services (OMES), the state’s central service agency.

As COO, Rick oversaw daily operations across executive branch agencies, working with cabinet secretaries and agency leaders to align operations with the Governor’s priorities, improve service delivery, and ensure responsible stewardship of taxpayer resources. As OMES Director, he led efforts to streamline systems, modernize state operations, strengthen cybersecurity, and eliminate inefficiencies across statewide IT, procurement, HR, finance, and real estate functions—while supporting more than 30,000 state employees.

As Chief of Staff, Rick advised on policy strategy, managed legislative negotiations, and coordinated leadership priorities across the Capitol, working directly with lawmakers, agency heads, and stakeholders to drive consensus and move complex initiatives forward.

Rick is known for his operational clarity, institutional knowledge, and measured approach in high-pressure environments. He now serves as Managing Partner at his law firm and provides strategic guidance to clients through Vantage, helping organizations navigate state systems, structure solutions, and execute with precision.

Nitasha Rose

Policy & Strategy Advisor | Former Deputy Secretary of State, Policy Director, Senior Advisor

Nitasha brings over a decade of senior-level policy and strategy experience at the highest levels of Oklahoma government, having served as Deputy Secretary of State and Policy Director to Governor J. Kevin Stitt, and previously as Chief Policy Advisor to Speaker Charles McCall. In these roles, she led major reforms, managed complex negotiations, and aligned executive and legislative priorities on issues ranging from tax and education to energy and government modernization.

Known for her calm, clear-headed approach in high-pressure environments, Nitasha has guided leaders through political transitions, contentious legislative cycles, and institution-level challenges that require both discretion and durable outcomes. Her deep understanding of both the politics and the process—combined with her ability to think long-term while managing near-term complexity—defines her approach to client work at Vantage.

Before entering public service in Oklahoma, Nitasha worked in the private sector in Hawaii, supporting innovation and business development for TerViva, a biofuel company, and conducting market research for the nonprofit Kupu. She holds a bachelor’s degree in Political Science and Environmental Policy from the University of Tulsa and a master’s degree in Global Leadership and Sustainable Development from Hawaii Pacific University.

She brings a sharp policy mind, institutional awareness, and a steady, calming presence in moments of uncertainty and change.
